Application Procedures

Applications are received all year round and processed on a quarterly basis. A briefing session will be held each quarter for organisations interested in applying for PASS funding. One-on-one consultations are also available upon request for discussing preliminary project ideas or projects in the planning stage. To register for the briefing session, schedule a consultation, or for other enquiries, please contact the PASS Secretariat.

Normal application and assessment cycle

The deadline for the current round of application is 31 May 2025.

Applicants can complete the application form in either English or Chinese, and submit it together with all supporting documents (please refer to paragraph 2.1.3 of the Guide to Application for PASS) to the PASS Secretariat by the above deadline.

The completed application form and supporting documents shall be sent to the PASS Secretariat in person, by post or electronically. If the application is submitted electronically, please digitally sign the application form and the supporting documents with a recognised organisational digital certificate* of the authorised person of the applicant’s organisation in accordance with the requirements of the Electronic Transactions Ordinance (Cap. 553) and send the digitally signed application form and documents to pass@cedb.gov.hk.

*If an organisational digital certificate is not available, the applicant may still submit the application electronically, but the applicant must subsequently provide an original copy of the duly completed and signed application form to the PASS Secretariat.
